Isn't accessing reports without a PRO license only possible from the F64?

A very common question is about F64/P1 and Embedded licensing.
Some customers believe that only using F64/P1 licensing or higher allows them to access reports without having a PRO license. Others believe that even with Fabric, you still need to have a Power BI Embedded capability, or that you can only embed the reports if you have a certain capability.
Let's now explain exactly how this licensing works.
Users can access reports through the Power BI service in a workspace associated with an F64 capacity or above (or Premium per Capacity = P1), using free accounts, without the need to have Pro accounts for each user. And this is true.
If you have a Power BI Embedded or Microsoft Fabric license that is smaller than F64, in order for users to access reports through the Power BI portal (app.powerbi.com), you do need them all to have a Power BI PRO license.
However, when we talk about Embedded Analytics and Power Embedded, we find cheaper alternatives for this licensing.
Even when using a capacity below F64, with F2, F4, F8, etc. or a Power BI Embedded capacity, you can view Power BI reports via the Power Embedded portal instead of accessing the reports via the Power BI portal (app.powerbi.com).
Using the Power Embedded portal, your users will NOT need to have PRO licenses to access the reports inserted in the web applications.
Any Fabric or Power BI Embedded capability allows you to view the reports in Power Embedded, and your users can view the reports using any email, without needing a Microsoft account or any per-user license (PRO or PPU).
In this link here, Microsoft shows that Microsoft Fabric can also be used normally to insert reports into third-party applications in any capacity size.
Talking about capacity licensing, in the link below, Microsoft makes it very clear that users who are viewing content published in Power BI Embedded do not need Power BI licenses assigned to them, so a PRO license is not required to view reports through Power Embedded.
